Sealed Bids for the construction of the Main Street and Moreland Avenue Street Improvements Project
will be received by Town of Malden, at Town Hall, 204 W Moreland Avenue (P.O. Box 248), Malden,
Washington 99149, until, 2:01:00 P.M. local time on November 5, 2019, at which time the Bids received
will be publicly opened and read.
This project consists of the street improvements of Main Street from Moreland Avenue to Dempsey
Avenue and Moreland Avenue from Main Street to Aerie Avenue (8th Avenue). Work includes full depth reclamation with cement treated base, erosion control, traffic control, and other wok, all in accordance with the attached Contract Plans, these Contract Provisions, and the Standard Specifications.

Bidding Documents may be viewed and ordered online at www.tdhplanroom.com. Complete sets of
Bidding Documents may be downloaded from the Issuing Office’s website as “zipped” portable document format (PDF) files. The cost of printed Bidding Documents from the Issuing Office will depend on the number and size of the Drawings and Project Manual, applicable taxes, and shipping method selected by the prospective Bidder. Cost of Bidding Documents and shipping is non-refundable. Upon receipt of payment, printed Bidding Documents will be sent via the prospective Bidder’s delivery method of choice; the shipping charge will depend on the shipping method chosen. The date that the Bidding Documents are transmitted will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of the Bidding Documents will not be available.
Bids are being solicited from qualified Roadway Construction contractors registered on the Whitman
County’s Small Works Roster. Only contractors registered on the roster under these categories are eligible to bid this project.
The Owner reserves the right to waive any informalities or minor defects, to reject any or all bids, to accept aproposal from the lowest responsible bidder on the basis of any combination of the bid schedules, republish the call for bids, revise or cancel the work, or require the work to be done in another way if it is in the Owner’s
best interests. Each bidder must deposit with bid, security in the amount of 5% of the total bid amount, subject to the conditions provided for in the bid procedures and conditions. No bidder may withdraw a bid within thirty (30) days after the actual date of the opening thereof.

S19-073 2 Advertisement for Bids Attention of bidders is particularly called to the requirements as to conditions of employment to be observed
and minimum wage rates to be paid under the contract. The Town of Malden hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged
business enterprises will be afforded full opportunity to submit in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
This project is being funded by the Washington State Transportation Improvement Board (TIB).
Bid security shall be furnished in accordance with the Instructions to Bidders.
Bidders shall submit proof of qualifications to perform the Work as described in the Bidders Checklist.
