Detention Center Heat Pumps Project

Notice is hereby given that sealed bids will be received by the Okanogan County Clerk of the Board until

3:00 PM on TUESDAY, JANUARY 14, 2025. Bids will be opened at 3:30 PM and publicly read aloud.

Bid proposals may be sent by mail, or hand delivered, to the Clerk of the Board at the Okanogan County

Commissioners Office, 123 5th Avenue, Room 150, Okanogan, WA 98840, prior to the opening. The

envelope shall be plainly marked with “SEALED BID for the Okanogan County – Detention Center Heat

Pumps Project” and shall clearly indicate the name and address of the bidder. The bid opening will take

place at the Commissioners' hearing room located at 123 5th Ave N, Okanogan, WA, 98840. Proposals

received after the time fixed for opening will not be considered.

Brief Description of Work:

Work of the Project includes alteration the geothermal heating and cooling system in the Detention Center,

including the replacement of three failed water-to-water heat pumps and the addition of a heat exchanger

with associated piping, pumps, other equipment, electrical, controls integration, and commissioning of the

system.

Estimated Cost of Project: $415,000 - $440,000.

Bids must be completed on a lump sum basis as indicated on the BID FORM. The owner reserves the right

to waive any informalities, minor defects, or to reject any or all bids.

All bid proposals shall be accompanied by a bid proposal deposit in certified check, cashier’s check, or

surety bond in the amount equal to five (5%) of the amount of such bid proposal. Should the successful

bidder fail to enter into such contract and furnish satisfactory performance bond within the same time stated

in the specifications, the bid proposal deposit shall be forfeited to Okanogan County.

Availability of Bidding Documents:

Bidders may obtain project documents at the TD&H Engineering online plan room at www.tdhplanroom.com.

Bidders may download digital documents at no cost and obtain printed documents, at Bidders Expense, by

choosing the “Order” option. Posted on this plan room under the “Plan Holders” tab is an official list of

locations where documents may be examined. Any questions regarding this plan room, shall be directed to

plan room administration at 509-624-2985 or print@standardprintworks.com. Partial sets of Bidding

Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for

full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the

Issuing Office.

Prospective bidders shall make all requests for clarifications to Dan Wolf, TD&H Engineering, in writing to

dan.wolf@tdhengineering.com. No verbal clarifications will be made.

Pre-Bid Conference

A mandatory pre-bid conference will be held at 11:00 AM on MONDAY, JANUARY 6, 2025 at the Okanogan

County Detention Center, 149 4

Ave N, Okanogan, WA 98840. Representatives of Owner and Engineer will be present to discuss the Project. Bidders are required to attend and participate in the conference in order to

submit a Bid.

Information presented at the pre-Bid conference does not alter the Contract Documents. Owner will issue

Addenda to make any changes to the Contract Documents that result from discussions at the pre-Bid

conference. Information presented, and statements made at the pre-bid conference will not be binding or legally

effective unless incorporated in an Addendum.

All work performed on this project will be subject to the state prevailing wage rates and the work will be

performed in Okanogan County.
